It's in the same category of Idiot Ball as the Cetagandans not realizing that their telepaths would be able to read minds and preparing accordingly: necessary for the plot to happen, but doesn't really hold up.

Though I am entertaining notions of attempt #2 of Cetagandan teeps being raised as Proper Little Citizens, whose versions of The Talk include "oh btw you're a telepath!"
