Well, of course, in order to request, one has also to offer to write.
You could always offer to write other fandoms and request something focusing on Cordelia/Vorkosigan series. Or offer to write Cordelia only (which limits your chances of matching on that fandom) and request other fandoms.
Personally, I rarely offer to write any fandom where I do not also offer any characters (which has occasionally led to moments of mild panic when I realise which character was requested). But I must admit the length of the character list this year is a bit daunting!
